Investments of KyrSEFF for preservation of the Issyk-Kul lake

On April 19, 2017 the Kyrgyz Sustainable Energy Financing Facility (KyrSEFF), in partnership with the European Bank for Reconstruction and Development (EBRD) and the District Administration of Issyk-Kul District, organized a seminar entitled “The implementation of treatment facilities in Issyk-Kul: mechanisms for obtaining financing and technical assistance” in the Cholpon-Ata city (Issyk-Kul Oblast). The event was attended by more than 50 representatives of the tourism sector, companies supplying energy and resource-saving technologies, as well as governmental organizations.

The KyrSEFF+ team organized this interactive platforms for the promotion of partnerships between tourism businesses of the Issyk-Kul region, supplier companies and representatives of boarding houses and resort facilities. The seminar provided knowledge about existing modern technologies for energy savings, where energy and cost savings lead toincreased business efficiency and also preserve the environment.

“The KyrSEFF team offers not only profitable investments to businesses, but also provides technical support in the project development. We will help you find the suitable equipment, the installation of which will reduce economic costs, expand business and improve the quality of services provided to the public. Thus, return on the investment is ensured, ” said Bakyt Askarbekov, KyrSEFF+ financial expert.
Danir Imanaliev, the Head of the Issyk-Kul District State Administration, outlined the existing environmental problems of the biosphere zone, noting that Kyrgyzstan is developing a new technology market every year and there are profitable financial opportunities. As an example, he presented the investments and technical assistance of the KyrSEFF program, developed by the EBRD and supported by the European Union.
“Over the past 3 years, the state has invested about 15 million soms in the installation of modern waste water treatment systems. But the situation is still unresolved. Most private guest houses work without water purification technologies. The equipment of many resorts needs to be updated. And in this case international financial institutions help the Kyrgyz Republic, offering profitable financing to tourism and restaurant businesses of Issyk-Kul,” said Daniyar Imanaliev.
The Issyk-Kul region is home to a large number of business facilities. Over 140 resorts and hotels, about 300 private guest houses. According to the information of the regional center for disease prevention and state sanitary epidemiological surveillance, 38 companies did not meet their requirements in 2016 and they did not receive operating permits.
The resource-saving project of the Ak-Bermet hotel was presented at the meeting. The hotel installed a waste water treatment facility which meets international standards. Akzholtoi Nasiridinov, the general director of the Ak-Bermet hotel, the president of the Issyk-Kul Association of Recreational Institutions, called the current situation for ensuring the safety of the Issyk-Kul lake difficult and requiring immediate action.
“We are responsible to the future generation. We must make every effort to preserve our nature and invest in the installation of green technologies, “- said the entrepreneur.
During the breaks the representatives of KyrSEFF+ conducted individual consultations. Businessmen were interested in the procedures to obtain loans and grants, were consulted on promising projects for the installation of solar systems, solar collectors, equipment for water purification, rain water harvesting and water recycling systems.
This event shows the interest of the private sector in applying new technologies and financial instruments to implement innovative solutions.

Nurzat Abdyrasulova, the National Manager of the Sustainable Energy Financing Program in Kyrgyzstan (KyrSEFF), took part in the conference “Regional Association of Women Entrepreneurs: Creating a Sustainable Future for Women’s Business in Central Asia – Kyrgyzstan, Tajikistan and Uzbekistan”. It was organized in Osh in April 13-15, 2017, by both JSC “Jer Azygy” and the UNDP program “Socio-economic development”. Women occupy leadership positions in businesses more and more often. They are concerned with the issues of corporate social responsibility and the successful socio-economic development of the country. This conference aimed at assisting women in their work, providing them with useful information and innovative solutions.

During the conference, Nurzat Abdyrasulova presented investment opportunities available within the framework of the KyrSEFF+ program to the participants of the conference.
One aim of the KyrSEFF+ program is the promotion of green technologies. And since the SME business sector is the engine of the economy, entrepreneurs are provided with financial and technical support in the implementation of energy and resource saving projects, which are designed to reduce harmful effects on the environment.

The regional conference brought together leaders of women’s business associations in the Fergana Valley (Kyrgyzstan, Tajikistan, Uzbekistan), leading experts, representatives of international organizations, state bodies and local government of Kyrgyzstan, deputies of Parliament – Jogorky Kenesh and the City Parliament.

More than 300 individual consultations provided to interested companies and individual home owners: this is the result of the work of the KyrSEFF+ consultants at the Bishkek Build exhibition, which was held in Bishkek from March 29 to March 31, 2017. According to the organizers of the exhibition, this year, the event achieved a record number of visitors. During the three days, Bishkek Build was visited by more than 5,000 people, mostly from domestic businesses but also representatives from more than 15 countries of the world. The KyrSEFF+ stand was very popular, which is primarily due to the growing understanding of domestic businesses about the need for green technologies. Also, this confirms the effectiveness of the ongoing information and educational work conducted by the KyrSEFF+ team in Kyrgyzstan since April 2013.
When KyrSEFF was launched in 2013, the majority of Kyrgyz citizens was not aware of the many benefits of green technologies, this situation is now very much changed. Among the businesses of Kyrgyzstan, there is now a sense of commitment to resource and energy conservation issues.

Entrepreneur approached the KyrSEFF+ stand with specific proposals for further partnership or a firm intention to implement a resource or energy-saving project. There were those who asked KyrSEFF+ consulting engineers to carry out a technical calculation – for instance to see the benefits and payback of installing new equipment that would improve and expand their business.

The expert opinion of the representatives of KyrSEFF+ was addressed by the private entrepreneur Kambarbek Tenizbaev. He was inspired by the idea of ​​providing cheap electric energy to the ski resort “Zil”. “I’m a civil engineer by education, I worked on building of large industrial facilities in Kyrgyzstan. In recent years, I have been increasingly interested in green technologies of RES and I look forward to cooperate with KyrSEFF in providing green power supply to the ski resort “Zil”, ” said Kambarbek Tenizbaev.

Apart from providing direct consultations on the KyrSEFF+ stand, our consultants also conducted three workshops.
On the first day of the exhibition, the topic of the workshop was modern technologies for business, which can bring economic benefits to entrepreneurs without harming the environment. That is why the program KyrSEFF conducts active educational work among businesses, calling for the introduction of energy and resource-saving measures. According to businessmen themselves, there is a growing interest in modern equipment, but the obstacle is investment. The 15% grant component, which accompanies a KyrSEFF+ loan, is a concrete solution to this issue.

The second workshop was prepared for the owners of apartments and houses. KyrSEFF’s specialists explained how to choose the right energy-saving materials, and the requirements for their installation. It was noted that quality materials and properly executed work are the key to creating comfort in the house and reducing utility costs.

The third KyrSEFF+ seminar concerned profitable financing for multi-family houses. The consultants told apartment owners about the supported activities under the program. In particular, the conversation was about the benefits of installing an automated heat point, which will allow tenants to cut expenses for thermal energy and regulate the temperature regime in the apartments. In addition, it was proposed to insulate the entrances, external walls, and to install energy efficient windows as well as to insulate the front door. According to our calculations, the implementation of the above measures will allow tenants to cut thermal energy expenses by 50%, and ensure comfort and coziness in apartments and entrances.

People present were especially enthusiastic about the 35% grant provided by the European Union for the successful implementation of energy-saving projects in apartment buildings. In total, more than 40 representatives of HOAs and residents of the capital’s apartments came to the third and final seminar of KyrSEFF+.

Natalia Romanova, chairman of the HOA “Gornyi Krai”, Oktyabrsky district, Bishkek expressed her thoughts about the seminar:
“I was very glad to participate in the seminar on energy saving in apartment buildings. I think that this topic is relevant for many citizens. I live in a panel house, and I must say that in recent years in the winter period, the temperature in the apartments has been declining. Then, I consider necessary to insulate the outer walls of the house. As the chairman of the HOA, I conduct explanatory work with the owners of apartments. Thanks to this, our house and the nearby territory are well-equipped. After the seminar, I seriously thought about the insulation and will intend to raise this issue at the next meeting of the tenants and talk about the profitable financing of KyrSEFF. ”

KyrSEFF+ consultants were invited to conduct further investigative work on the ground with other residents of apartment buildings. Since energy prices will keep increasing, it is necessary to raise awareness among Kyrgyz people, and introduce the support provided by the KyrSEFF+ program that will allow them to reduce their energy consumption.

On December 15, 2016, more than 50 businessmen operating in various sectors of the economy took part in the seminar “Financial solutions for Kyrgyz companies planning to invest in modern technologies.” During the seminar, two programs were presented by the European Bank for Reconstruction and Development: the Kyrgyz Sustainable Energy Financing Facility KyrSEFF+ and the Trade Facilitation Program (and its new Green TFP marketing initiative). The seminar was held jointly with the Chamber of Commerce and Industry of the Kyrgyz Republic.

In his welcoming speech, Nurlan Musuraliev – Vice President of the Chamber of Commerce and Industry of the Kyrgyz Republic (CCI KR) – elaborated on the reasons to use green technologies for businesses. “In the face of rising energy prices, businesses should be far-sighted and start implementing energy-saving projects. Kyrgyzstan has all the prerequisites for the promotion of renewable energy equipment (RES), the legislative base and effective financial mechanisms. And we – as a body promoting the interests of business – stand for the “green” development of the economy, without hurting the environment”.

At the same time, financial opportunities within the framework of the KyrSEFF+ program were described by N. Musuraliev as the most attractive and providing a quick pay-back due to saving costs on resources. The CCI of the Kyrgyz Republic also participates in the KyrSEFF program. Then, with the investment support of the program in the amount of more than 16 thousand US dollars, energy efficient windows were installed in the Chamber building, in accordance with the quality of KyrSEFF requirements. For the implementation of the project, the Chamber received a grant of 1500 US dollars and today fully profits of the results of the investment.

Moreover, presenting new opportunities of the KyrSEFF+ program, Bakyt Askarbekov, financial expert, said. “With the launch of the second phase, we increased the amount of business investment to USD 2 million, along with the expanded range of financed technologies. KyrSEFF+ team can be contacted for investment assistance by those wishing to modernize old agricultural equipment, water treatment facilities, waste recycling systems, as well as entrepreneurs interested in resource and energy saving”, B. Askarbekov said.

The presentation of KyrSEFF+ triggered many questions from entrepreneurs. Among the participants of the business meeting were some of KyrSEFF+ customers, who modernized the energy intensive equipment and are already benefiting from the implemented measures. These are such companies as Avangard Style, Ayu Grand Comfort, Greenline and others. During the talks, they shared their experience with their peers and talked about the problems they face in the course of importing green technologies related to possible financial risks. And in this issue, was introduced very helpful information about another program of the EBRD – the Trade Promotion Program and its new marketing initiative “Green TFP”, designed to help local banks to offer a financing package to suppliers and consumers of green technologies and services.
“Our new marketing initiative will help to stimulate the development of international trade in green technologies and services. The use of short-term trade finance instruments such as letters of credit and guarantees for the purchase of high-performance technologies under the EBRD’s Trade Facilitation Program, combined with medium – or long-term funding under the KyrSEFF+ program, will help Kyrgyz companies to minimize the risks associated with international trade, obtain better payment terms, as well as optimize costs. Suppliers can get profitable financing to import green technologies and implement them in Kyrgyzstan. With the use of trade fixing tools, they can also become an official supplier of the KyrSEFF+ program. Our local partner banks will be happy to help Kyrgyz companies in structuring and financing foreign trade transactions, “concluded Maria Mogilnaya, the banker of the EBRD’s Trade Facilitation Program.

Representatives of KyrSEFF+ partner banks and the EBRD’s Trade Facilitation Program: Bank of Asia, Bank Bai Tushum, Kompanion Bank and Kyrgyz Investment and Credit Bank (KICB) participated in the seminar, which presented interest rates, the cost of trade finance instruments and procedures to obtain loans under KyrSEFF+.

The workshop ended with networking opportunities in an informal atmosphere. All parties had the opportunity to exchange contacts and agree on meetings for a more detailed discussion on possible cooperation.

EBRD and the European Union support energy and water efficiency in Kyrgyzstan

The European Bank for Reconstruction and Development (EBRD) launched a new credit line of USD 35 million to stimulate energy conservation and resource efficiency in the Kyrgyz Republic. This investment is an extension of The Kyrgyz Sustainable Energy Financing Facility (KyrSEFF). In addition, donor funding of more than 9.2 million euros is provided by the European Union (EU) Investment Program for Central Asia. The second phase of the program goes beyond energy efficiency, and includes investments in the efficient use of water resources in the housing and business sectors in Kyrgyzstan.

The KyrSEFF program was launched in 2013. Within its framework, significant progress has been made in awareness raising about the various advantages of investments in energy efficiency among representatives of the housing and commercial sectors. By the end of 2016, 600 households, 12 apartment buildings and 60 companies have used KyrSEFF credits and grants of to reduce their energy consumption and, at the same time, obtain more comfortable living conditions.
The total energy savings resulting from the implemented projects is equivalent to the annual energy consumption of 751 families in Kyrgyzstan.

In addition, more than $ 15 million were invested in improving the energy efficiency of commercial and industrial enterprises, resulting in savings of more than 100,000 MWh of energy and a 30,000-ton reduction in carbon dioxide emissions.

The EBRD takes into account Kyrgyzstan’s high vulnerability to climate change. Through the expansion of the KyrSEFF program and the addition of water conservation measures, the EBRD and the EU are adopting a holistic approach in supporting projects for adaptation and enhancing resilience to climate change.
The expanded program will help tourism and hotel sectors in water saving and wastewater treatment. It will also support industrial and commercial companies in integrating energy and water conservation measures, while continuing to provide loans to households, homeowners’ associations and condominiums to maximize energy conservation.

KICB, Bai Tushum and First Microcredit Company are among the first financial institutions that have already joined the new phase of KyrSEFF+. It is expected that in the coming months, other partner banks will join the program.

“Working with financial institutions in Kyrgyzstan to improve the efficiency of energy and natural resource use is one of the priorities of the EBRD. Through our partner organizations, we strive to reach as many enterprises and households as possible that are eager to save energy and / or water resources, reduce costs and improve the quality of life through targeted investments” said Mr. Neil McCain, EBRD Regional Director for Central Asia.

“KyrSEFF II will provide the opportunity to the Kyrgyz Republic to save energy and water resources and increase its resistance to climate change. We are proud to be able to help through the EU-IFCA, which, with the EBRD, has already distributed more than 45 million euros to mobilize major infrastructure projects. We also hope in the future to support the wider use of renewable energy sources, such as small hydroelectric power stations”, said Mr. Jaap Ora, Head of the Political, Press and Information Section of the Delegation of the European Union to Kyrgyzstan.
Green investments of EBRD in more than 1000 projects exceeded 20 billion euros. The reduction in greenhouse gas emissions from these projects is estimated to reach nearly 80 million tons per year, equivalent to the annual emissions of Romania.
